I work with Stamen, the creators of Mappr... mappr.com has been down for some time now and there are no plans to bring back the API. Flickr has that functionality for itself now, so as3mapprlib is redundant.

We do have our own Flash mapping library, Modest Maps, available at http://www.modestmaps.com (nothing to do with Flickr!)

In the interests of balance, I know of two other flash mapping libraries: http://www.lostinactionscript.com/blog/index.php/2008/05/29/google-windows-yahoo-ask-maps-api-as3/ and http://www.afcomponents.com/components/umap_as3/ as well. If you look hard enough, you can also find source for http://www.flashearth.com/

you missed esri's AWS (which it seems has been stealthily trash-canned) and it's new arcGIS online(mayeb AWS's replacement, it certainly brings some "old-school" GIS geoprocessing functions to the table).

http://www1.arcwebservices.com/v2006/develop/flex.jsp
http://resources.esri.com/arcgisonlineservices/

esri's senior flex guy has a blog worth following: http://thunderheadxpler.blogspot.com/

btw i'd say both google & esri are more flex than flash.
